The present Government has given emphasis for integrated development for the benefit of the backward districts and the Jungle Mahal covered under PUP in the red laterite dry zone in the western part of the state comprising 74 blocks in the five districts namely Purulia, Bankura, Paschim Medinipur, Birbhum and Burdwan.l. It is to mention that about one crore people inhabit in the area and main objective is upliftment of the quality of these downtrodden.
About 40% of the population belong to ST and SC communities and nearly 40% of the families live below the poverty line. One-fifth of the total area is covered by the forests. The land belongs to red-laterite zone. Most villages are not connected by pucca roads. Marginal workers constitute about 35% of the total population of that area as against 8.05% for the state as a whole.
It is to mention that the Department of Paschimanchal Unnayan Affairs is not the only Department who is in charge of development in the area of the aforesaid 74 blocks under Paschimanchal Unnayan Parshad.
In fact all the concerned line Departments undertake their usual Plan schemes for development in the area. This Department is only in charge of filling up the critical gap in the development of the area. In doing so this Department works on the Annual Action Plan schemes of Paschimanchal Unnayan Parshad prepared by the District Magistrate, Zilla Parishad and Panchayat Samity as per guidelines issued by the Department of Paschimanchal Unnayan Affairs from time to time.
This Department provides funds for implementing these schemes along with some emergency schemes forwarded directly by the Sabhapati Panchayat Samity, Sabhadhipati of Zilla Parishad or District Magistrate.
During the financial year 2011-2012 an amount of Rs.134,55,20,000/- (Rupees one hundred thirty-four crore fifty- five lakh and twenty thousand) only was sanctioned for making expenditure in the plan for making expenditure in the schemes undertaken by the Panchayat Samities, Zilla Parishad, different line Departments and concerned District Authorities.
The schemes undertaken during the year 2011 - 2012 were under the following sectors :-
- Minor Irrigation
- Charging /Re-charging for ground water conservation
- Construction of ICDS buildings
- Construction & Repairing of Rural Roads and Culverts
- Drinking water
- Construction of Boundary wall/Community Hall
- Construction of Bituminous Road/Vented causeway/ Spillway-cum-Bridge
- Construction of Flood Rescue Centre
- Self Employment Programme through SHG
- Carp Hatchery etc.
- Lac cultivation.
During the financial year, 2011-2012, an amount of Rs. 180.63 crore had been kept under the State Plan of which an amount of Rs. 77.44 crore was earmarked for development of tribal areas (TSP) of Paschimanchal Unnayan Parshad and Rs. 77.44 crore was kept for special component Plan for SC (SCSP). The schemes are being implemented by the concerned district authorities as well as by the Paschimanchal Unnayan Parshad, West Bengal.
Tribal Area Sub-Plan (TSP)
Schemes on Minor Irrigation, conservation of soil and water, drinking water schemes, construction of additional classrooms in the Primary and High Schools in the tribal areas are being implemented during the current financial year.
Special Component Plan for SC (SCSP)
Different schemes are being implemented during the current financial year 2012 -2013 under the Special Component Plan for Scheduled Caste. Out of the budgeted amount Rs. 77.44 crore, substantial amount of fund had already been released during 2011-2012.
The Department of Paschimanchal Unnayan Affairs has taken initiatives to involve women in different schemes in areas of Employment Generation, Animal Resource Development, Horticulture, Education, Primary Health Care etc. Schemes are being framed for different SHGs consisting of women members only in the area of Paschimanchal Unnayan Parshad.
Schemes are being prepared for utilizing Rs. 230.00 crore proposed in the budget for 2012- 2013 for the Deptt. of Paschimanchal Unnayan Affairs.
Jal Dharo, Jal Bharo
The ‘Jal Dharo, Jal Bharo (Preserve Water, Reserve Water)’ initiative of Government of West Bengal tries to provide a replicable framework as a solution to this ecological inequality in the face of looming impacts of climate changes.
Amar Bari Gitanjali
With a view to providing proper shelters, free of cost, to the poor, the Government in Housing Department has laid proper focus on construction of houses for the Economically Weaker Section of people. This scheme is being implemented with assistance of Housing Departments under the name of ‘Gitanjali’and ‘Amar Thikana’. The PUA Department has been executing the scheme ‘Gitanjali’ at the five districts under PUP.
The objective of the scheme is to provide proper shelters to the economically weaker section of society as well as to create additional employment opportunities for construction workers etc. The cost of such dwelling units for new construction on beneficiary’s land in rural areas.
Construction work of houses has been proposed under Special Grant from BRGF for construction of 34,758 dwelling units in 11 backward districts of the state (Purulia, Paschim Medinipur, Purba Medinipur, Bankura, Jalpaiguri, Birbhum, South 24-parganas, Malda, Mursidabad, North Dinajpur and South Dinajpur) including LWE (Left Wing Extremist) areas.
The area of these dwelling houses will be 20 sq m i.e. 215 sq ft.
The unit cost will be Rs. 48,500/- for Hill, Coastal area and Jungal Mahal area; Unit cost for other areas will be Rs. 45,000/-.
Families enlisted under BPL category will be eligible for the above scheme.
